BREAKING LIVE UPDATES
Senate Democrats Cave — Shutdown-Ending CR Deal Reached with 60+ Votes (Sunday Night, Nov 9)
Last updated: November 9, 2025 — 9:42 PM ET (votes in progress)
After weeks of deadlock, a bipartisan Senate deal was announced at 8:15 PM ET tonight. At least 8–10 moderate Democrats just broke ranks and handed Republicans the 60 votes needed to advance a new continuing resolution (CR) that will fully reopen the government through January 30, 2026. Sources: CBS News – Live Updates on Government Shutdown, Washington Post – Senate moves toward deal to end shutdown, Associated Press – Senate nears potential shutdown deal but there’s no guarantee of success.
What’s in the deal?
- Full funding through Jan 30, 2026 (including retroactive back-pay for all federal workers)
- Agriculture “minibus” attached — locks in full SNAP benefits for the entire fiscal year, instantly overriding earlier USDA reversal orders. See the text of full-year appropriation bill including USDA/FDA provisions: Deseret News – What’s in plan to reopen government
- Reverses all federal layoffs made during the shutdown
- Guarantees standalone Senate vote on ACA health-credit extension by December 15 — but does NOT include the actual extension yet (which is why progressives are furious)
Who caved?
The key Democratic defectors who gave Republicans the winning votes:
- Tim Kaine (VA)
- Jeanne Shaheen (NH)
- Angus King (I-ME)
- Joe Manchin (I-WV)
- Jon Tester (MT)
- and at least 5 others still being confirmed live on C-SPAN.
Where things stand RIGHT NOW (9:42 PM ET)
- ✅ Senate cleared 60-vote cloture hurdle at ~9:18 PM ET
- 🔄 Final Senate passage expected within the hour
- 🔔 House Speaker Mike Johnson has already called the House back from recess — emergency session tomorrow (Monday) morning
- ✍️ President Trump will sign immediately upon passage (White House confirmed via his own channels) — link pending
Why now? Why tonight?
The combination of:
- Massive flight cancellations this weekend
- SNAP cards going to 65% in dozens of states (per USDA guidance) — USDA – Revised SNAP Benefit & Admin Expense Update Nov 2025
- Thanksgiving travel chaos looming
- Post-election pressure on moderate Dems in red/purple states
…finally broke the log-jam. Democrats tried to hold out for locked-in ACA subsidies; Republicans refused. The moderates blinked first. Sources: The Guardian – Republicans reject Democrats’ proposal to end shutdown, Fox News – Republicans unveil key piece of shutdown puzzle.
What to watch next
- Monday morning: House vote (progressives vowing “hell no” — but GOP + moderate Dems = majority)
- Tuesday latest: Trump signs → government reopens instantly
- December 15: Senate ACA vote (still uncertain)
